What changed with the 2023 Luxembourg cannabis law? Luxembourg took a landmark step in cannabis reform with the Law of 10 July 2023, which came into force on 21 July 2023. This makes Luxembourg one of the first EU member states to legalise personal cannabis cultivation for adults.
Under the current law, here is what is permitted for adults aged 18 and over:

• Home cultivation of up to 4 cannabis plants per household (per domestic community — meaning all people sharing the same home and budget, not per individual adult)
• Plants must be grown at your home or habitual residence
• Plants must not be visible from public spaces or neighbouring properties
• Cannabis grown at home may be consumed privately, away from minors
• Seeds must be correctly labelled with the producer’s contact details and a health warning

What remains prohibited?

While home cultivation is now legal, several restrictions remain firmly in place:

• No commercial sale or purchase of cannabis flower or finished product — there are no dispensaries or licensed shops in Luxembourg
• Public consumption is prohibited and subject to fines
• Possession of more than 3 grams in public can lead to criminal penalties of up to 6 months imprisonment and/or a fine of up to €2,500
• Distribution or sharing of cannabis with others, even without payment, remains illegal

• Grow equipment & merchandise: packed to protect products during transport, with neutral outer packaging from our warehouse and/or fulfilment partners.
